Black & Veatch to provide engineering design for power plant in Taiwan

Formosa Heavy Industry Corporation (FHI) has selected Black & Veatch to provide engineering design services for a new 2×1.2GW H-class combined cycle power plant in Mailiao, Taiwan. The plant, which is being developed by Mai-Liao Power Corporation (MPC), will replace two coal-fired units whose 25-year power purchase agreement (PPA) is set to expire in 2025. Upon completion, the facility is expected to supply electricity to around 1.8 million homes. The appointment comes after a competitive tender process. MPC and FHI evaluated bidders based on technical capability and experience on projects of similar scale, before awarding the contract to Black & Veatch. The company will manage conceptual, basic and detailed engineering design as well as provide technical support for procurement of critical equipment. MPC received a new PPA for the development in 2025. The project forms part of the ongoing transition from coal-fired generation to gas-fired technology in the region. As part of the development, the existing coal-fired units at Mailiao will be dismantled to make way for the new facility. Authorities expect the project to contribute to regional objectives targeting decarbonisation and modernisation of energy infrastructure. The plant forms part of broader strategies aimed at improving operational flexibility and reliability while supporting industrial electricity demand. The initiative aligns with government targets to reach net-zero emissions by 2050 and interim greenhouse gas reduction goals between 2030 and 2035.
